It is curious that English began to form in the 15-16th century, since then it has not changed much - the English, like no one, are adherents of traditions - even in tea drinking from 4 to 6, even in clothes. 
The peak of the formation of classical English fashion fell on the reign of Queen Victoria. The woman was distinguished by conservatism, religiosity and a high level of morality, so she set a certain tone for women's clothing - mainly closed outfits, midi or maxi length skirts, hats. Women quickly adopted the style of clothing of the Queen and since then the English style does not accept the neckline, excessively open body or provocative decor. 
If the classics of the English style had to be characterized in one word, then it would be stiffness, in the good sense of the word. Today, Kate Middleton adheres to the traditional English style - as a member of the ruling family, she always looks strict and restrained, even in everyday life. 
Paradoxically, the key rules of the English style for women are not unique – some of them are found in a business style, something can be found in academicism, some features are inherent in Parisian chic. Of course, in England, not everyone dresses in the English style - there is a place for ethno or punk, extravagant style, boho or any other. The English style is not a geography, but a way of life and an inner feeling.

But you can't call these styles identical or interdependent. English classics are about sophistication and elegance, regardless of social status. Preppy, in its original understanding, is more about ostentatious style – just about that very demonstration of capabilities and social status. 
In addition, the English style in clothing for women or for men is much more prim and stricter than preppies, where from time to time mini-length skirts or a bright print slip through. And if we talk about the age category, then preppy is youth or youth, while English fashion covers women from 20 to 100 years old - Queen Elizabeth is an example of this.
The English style is diverse, although it has strict rules in the choice of clothing. As for jeans - Queen Victoria, of course, did not bequeath them to her followers, but in the modern world, even a true adherent of the English classics can not do without a pair of denim trousers in the closet. Best of all, straight jeans or skinnies will fit into the wardrobe.

There are no strict requirements, but a small handbag or leather satchel, especially made of brown leather, will look best.
